The plaintiff, Emerson College, brought two complaints against the city of Boston, one in the Land Court seeking a declaration that St. 1975, c. 808, supersedes and repeals St. 1956, c. 665, and a second complaint in the Superior Court appealing a denial by the city's building commissioner and the dismissal by the city's board of appeal of the college's application to change the use of the building located at 527-529 Beacon Street from a multi-family residence...
