Appellants Patton and Pierce were discharged from their jobs with the Division of Revenue of the Department of Finance and Administration. Pursuant to Act 693 of 1981, Ark.Stat.Ann. § 12-3901, et seq. (Supp.1983), they appealed to the Arkansas Merit System Council Board. The Board ordered appellants reinstated. Appellee Ragland, Commissioner of the Division of Revenue, appealed to circuit court. The circuit court dismissed for lack of jurisdiction...
