After a hearing, the Police Board of the city of Chicago (Board) suspended Ronald Schlobohm, a Chicago police officer, for 2 1/2 years for violating departmental rules. Schlobohm's action for administrative review of the Board's decision was dismissed on the Board's motion. Schlobohm appeals.
