This is an appeal by the City of Inver Grove Heights ("City") from the order of the district court, dated March 29, 1983. The order reduced the amount the Peterson property had been assessed for construction of a new public road known as Ann Marie Trail. The City appeals the district court's assertion of jurisdiction as well as the determinations that the assessment exceeded the benefits...
