The Civil Service Commission of Clinton, Iowa, (Commission) and a city police officer appeal from a district court decision upholding the Commission's determination that the officer was guilty of misconduct but substituting a two-year suspension for the termination of employment imposed by the police chief and the Commission. Based on our de novo review, we conclude the officer, Britton Johnson, was guilty of misconduct and the nature of his misconduct...
