Plaintiff in this action is confined in a penal institution in the State of Missouri. Plaintiff alleges that his Supplemental Security Income (SSI) benefits were improperly terminated. The issue in this case is whether Congress constitutionally may decline to grant Supplemental Security Income benefits to an otherwise eligible individual because he resides in a public institution which does not receive medicaid funds...
