Petitioner, a psychiatrist, was served with a subpoena to appear before respondent, the Superintendent of Insurance of the State of New York, to give evidence in an official investigation "into the affairs, conduct and practices of Travelers Insurance Company", and to produce the medical records of 15 named individuals, as well as certain specified office records of his with respect to those individuals...
