Two claimants to Supplemental Security Income (SSI) engaged Mr. Louis Kerlinsky, a lawyer, to represent them before the Social Security Administration.2 In that endeavor he enjoyed success; in collecting a fee he failed. Mr. Kerlinsky thereupon brought an action against the State Department of Public Welfare asserting an attorney's lien.
