On November 23, 1971, the Reading Company filed for reorganization under section 77 of the former Bankruptcy Act, 11 U.S.C. § 205. In the ensuing nine years, considerable efforts were made by the court, the debtor's trustees, and other interested parties in an attempt to develop a plan of reorganization that was equitable to the debtor's creditors and stockholders.
