Psychiatric Institutes of America, Inc. (PIA) brought suit against Roger Guissinger, Secretary, Department of Health and Human Resources (DHHR), et al., seeking injunctive relief to restrain defendants from in any way acting upon a certificate of need issued on September 6, 1983, to Greenbriar Neuropsychiatric Hospital (Greenbriar). A modified temporary restraining order was signed by the trial court.
