The facts of this appeal1 are not in dispute. The plaintiff began employment with the University of Connecticut School of Law in September, 1967. Prior to that date, he had been employed full time with the departments of education of two other states. The plaintiff sought and was denied retirement credit under the State Employees Retirement Act; General Statutes §§ 5-152 through 5-192d; for his service elsewhere.
