The Pennsylvania Public Utility Commission ("PUC") has promulgated regulations which impose certain procedures upon utilities that seek to terminate service to a delinquent residential customer. 52 Pa.Admin.Code chap. 56 (Shepard's 1983). These regulations require, among other things, that the utility give notice to the customer, personally contact the customer, and engage in negotiations under the PUC's auspices...
