Appellee Dale A. Davis is serving a life sentence at the Iowa State Penitentiary. On January 20, 1982, he received a disciplinary notice alleging that he had violated a penitentiary rule by participating in the murder of an inmate. On January 25, 1982, following a disciplinary hearing, Davis was found guilty of the offense charged. The disciplinary committee determined that he should be penalized by thirty-six months in administrative segregation...
