Herman B. Carter, plaintiff-appellee, a Columbus police officer, commenced an action in the Court of Common Pleas of Franklin County alleging that defendantappellant, James Edward Simpson, negligently operated his motor vehicle onto plaintiff's foot, and negligently and intentionally failed to remove the vehicle, causing injury to his foot. Plaintiff sought $12,500 compensatory damages and $12,500 punitive damages.
