The determinative issue in this appeal is whether the Rules Committee of the Superior Court falls within the statutory purview of the Connecticut Freedom of Information Act, which defines a "public agency" subject to the act to include "any judicial office, official or body but only in respect to its or their administrative functions." General Statutes § 1-18a (a)1
