Sylvan and Pearl Mackie appeal the order awarding damages and granting a permanent injunction to respondent Island County.

The Mackies own several acres of lowland property on Whidbey Island. Humphrey Road, maintained by Island County, abuts their property on the west, and is located within a natural drainway extending from the northwest and across their property.
