Petitioner, a parole officer with the New York State Division of Parole since June, 1960, was promoted in June, 1974, after competitive examination, to the civil service title of senior parole officer, grade 22, a position in which he supervised 6 to 8 parole officers. In January, 1975, he was assigned, in the same salary grade, to conduct preliminary parole revocation hearings under the title...
