This appeal arises from a decision of the Ohio State Racing Commission (hereinafter "the commission") to suspend and revoke a license for a one-year period. Chet Dewbre, appellant herein, was a trainer, owner, breeder and driver of standardbred horses for nineteen years prior to the incident which led to his suspension.
