Planning & Zoning Commission, 194 Conn. 152, 479 A.2d 801 (1984), decided today, arises out of the enactment of a municipal zoning moratorium. This case turns, however, on two issues not presented in the Bernhard case, the applicability of the moratorium to a site plan application filed
