After we granted certification for review pursuant to General Statutes (Rev. to 1981) § 51-197b,1 the plaintiffs, who are the city of New Haven and its board of police commissioners, appealed from a judgment dismissing their appeal of an order of the state freedom of information commission (FOIC) invalidating the discharge of a police officer, the defendant Louis W.
