Defendant was issued a citation by Trooper Piccolo of the Pennsylvania State Police on February 7, 1984 at 3:40 p.m. Defendant was clocked going 67 miles per hour in an allowed 55 miles per hour speed zone. Trooper Piccolo was operating a radar device that had been properly certified and tested by the Commonwealth.
