RINGOLD, J.

Stanley R. Weikal and Jerold R. Davis appeal the denial of their applications for crab fishing licenses, alleging that RCW 75.28.275 violates state equal protection1 and the article 1, section 28 prohibition against special privileges and hereditary emoluments. We find that the statute is not unconstitutional and affirm.
