In May or June of 1981, Earl Black, an investigator for the U.S. Immigration and Naturalization Service (INS), began an undercover investigation into the unlawful issuing of alien work permits. Although the investigation was directed at discovering whether any INS employees were involved in such activities, Black's attention soon began to focus on appellant, who was not an INS employee but the pastor (and senior bishop and chairman of the board of trustees...
