Plaintiff Owens appeals from an order denying her request for an injunction against the enforcement of respondent City's Municipal Code chapters 5.16 and 5.17. Said ordinances were adopted on July 7, 1981. They regulate massage establishments and massage technicians. On February 23, 1982, Owens filed the complaint in this action and contends that certain sections of these chapters are unconstitutional.
