Defendants appeal as of right from the trial court's June 17, 1982, grant of summary judgment in plaintiffs' favor.

On March 18, 1981, plaintiffs, municipal corporations and taxpayers, filed identical complaints in the Court of Claims and in Washtenaw County Circuit Court seeking declaratory and injunctive relief.
