Mrs. Morales challenges the department's method of calculating eligibility for Medicaid to the "medically needy," i.e., those persons who would be eligible for Aid to Families with Dependent Children (AFDC) if their incomes and resources did not exceed AFDC limits, but whose incomes and assets, in certain circumstances, permit some Medicaid assistance.
