This is an appeal from the Department of Transportation's suspension of the petitioner's operating privileges for 12 months for a refusal to submit to a chemical test of her blood pursuant to the Vehicle Code §1547(b)(1).

Section 1547(a) provides:

"General rule. — Any person who drives, operates or is in actual physical control of the movement of a motor...
