Plaintiffs are nonresidents of the Town of North Hempstead who are interested in purchasing a condominium in a development constructed in a "Golden Age Residence District", a concept established in article X of chapter 70 of the Code of the Town of North Hempstead to enable private developers to build multifamily housing appropriate for the needs of senior citizens.
