Glen Whitfield (the plaintiff) appeals from an order of summary judgment entered in favor of Ira Finn and Ivan Smith (the defendants) by the District Court for the Northern District of Alabama. The plaintiff is a former police officer for the city of Childersburg, Alabama. In May of 1978, the plaintiff was hired by then Mayor Robert Limbaugh.
