This suit was brought by the American Federation of Government Employees (AFGE) and several of its members to challenge the policy of the Veterans Administration which prohibits all VA employees from wearing political buttons while on duty.1 On April 11, 1984, this Court denied a temporary restraining order, but at the same time it ordered expedited briefing and hearing.
