Appellant Juanita Glosen appeals from an order entered February 24, 1983 in the District of Nevada, Bruce R. Thompson, District Judge, which in effect refused to impose liability on the State of Nevada for damages under 42 U.S.C. § 1983 (Supp. V 1981) and attorney's fees under 42 U.S.C. § 1988 (Supp. V 1981).
