This appeal is from two judgments of the United States Claims Court. Brown v. United States, 3 Cl.Ct. 31 (1983); 5 Cl.Ct. 1 (1984). The two judgments relate to different counts of a 10-count petition. By consent of the parties the appeal was submitted on the briefs, without oral argument. We affirm.
