Howard Neubert and Winston Boggs entered a conditional plea of guilty to a violation of section 11903(a) of the Interstate Commerce Act. 49 U.S.C. § 11903(a) (Supp. V 1981); see Fed.R.Crim.P. 11(a)(2). On the basis of stipulated facts, the district court, the Honorable Henry Woods presiding, accepted their pleas and subsequently denied their motion to arrest judgment.
