The appellants, Preston Guillory, Frank Ritter, and Ty Ritter, brought suit under 42 U.S.C. §§ 1983, 1985 and 1986. Appellants alleged that defendants' denial of their applications for concealed weapon permits deprived them of their constitutional rights.
