Robert Cowdrey appeals the dismissal of his action under 42 U.S.C. § 1983 (1976) against the City of Eastborough (the City) and two City police officers, David Wilson and David Vickery. Cowdrey alleges that Wilson and Vickery violated his constitutional rights by using excessive force to wrongfully arrest him, and that the City negligently and recklessly employed, trained, and supervised Wilson and Vickery.
