This case is a civil rights action brought under 42 U.S.C. § 1983. The Plaintiff, Roy Hicks ("Hicks"), was formerly a patient at the Delaware State Hospital ("DSH"). The Defendant, Robert C. Feeney ("Feeney"), the director of the DSH, is a Defendant in both his individual and official capacities. The Plaintiff seeks declaratory and injunctive relief against the Defendant in his official capacity and compensatory damages...
