This case arose from an appeal by the Monmouth County Prosecutor to the Appellate Division from a decision of the State Parole Board to grant William Hawley parole from Trenton State Prison where he was serving a sentence of life imprisonment for murder. Specifically, the Appellate Division in In re Hawley, 192 N.J.Super. 85
