Ronald Ray Rodacker (Rodacker), a Washington state prisoner, seeks to vacate an Oregon conviction used to enhance his Washington sentence. On July 28, 1982, I adopted a magistrate's findings and recommendation and dismissed the petition for writ of habeas corpus for failure to exhaust administrative remedies.
