Nineteen plaintiffs, all employees of the Russell County Sheriff's Department, filed this complaint on the 28th day of December, 1983, pursuant to 42 U.S.C. §§ 1981, 1983 and 1985, seeking a temporary restraining order to be followed by temporary and permanent injunctions, compensatory and punitive damages and attorneys' fees, because the newly elected Sheriff of Russell County, Virginia, J....
