The State Compensation Insurance Fund (Fund) seeks review of a final order of the Industrial Commission holding that The Cleaners (employer) was insured by the Fund when Deloris Fulkerson (claimant) suffered a work-related injury. The Fund contends that the order was erroneous because the referee who made the findings of fact did not attend the hearing or read a transcript. We set the order aside.
