Two petitions for writs of prohibition against the Honorable Richard Y.C. Au, Circuit Judge of the First Circuit, are before us. No. 10136 is brought by Keith M. Kaneshiro, Executive Director of the Hawaii Crime Commission and the Hawaii Crime Commission, and No. 10139 is sought by Douglas Gibb, Jr., Chief of Police of the City and County of Honolulu.
