This case arose as a result of disagreements between the sheriff of Eagle County and the Board of County Commissioners of Eagle County (the board) concerning overtime compensation for deputy sheriffs. In December 1979 the board adopted a resolution exempting "professional, technical, and supervisory" personnel from paid overtime.
