Petitioner Local 900 (the "union" or "Local 900") seeks reversal of a decision of the National Labor Relations Board (the "Board" or "NLRB"), and the Board cross-petitions for enforcement of that order. The Board held unlawful a contract clause that granted superseniority, with regard to layoff and recall, to the union's Financial Secretary and Recording Secretary....
