SKOPIL, Circuit Judge:

The district court dismissed plaintiffs' complaint1 for lack of jurisdiction on the ground that the eleventh amendment barred the relief requested. In ruling on a motion for reconsideration, the court alternatively held that principles of qualified immunity shielded the defendants. We affirm in part and reverse in part.
