REAVLEY, Circuit Judge:

H. Shelby Bush brought this action against the United States1 under the Federal Tort Claims Act, 28 U.S.C. §§ 2671-2680 (1982), and the Tucker Act, 28 U.S.C. § 1346(a)(2) (1982). The district court awarded Bush damages of $500. We affirm.
