Since 1967, Ganadera Industrial, S.A. (hereinafter "GISA") has exported beef and beef products to the United States from its plant in Northern Costa Rica, known as Establishment # 10. On October 1, 1982, Dr. Donald L. Houston, the authorized delegate of the Secretary of Agriculture, withdrew GISA's privilege to import into the United States.
