BORK, Circuit Judge:
Robert Silverman, Howard Pollinger, and WAVN, Inc. appeal the district court's dismissal of their complaint for want of jurisdiction. We reverse, finding jurisdiction proper under 28 U.S.C. §§ 1331 and 1343 (1976), and remand to the district court for proceedings not inconsistent with this opinion.
