GILBERT, Chief Judge.

The stage for this appeal was set on June 15, 1215, with the signing of the Magna Charta at Runnymede, in the shadow of what is now known as Windsor Castle. It remained only for time and circumstance to transport it to Maryland via the First Amendment to the Constitution of the United States.1 That Amendment provides, in pertinent part:

"Congress shall make no law ... abridging the ... right of the people...
