The sole issue raised by this appeal is whether the overruling of a motion to dismiss an appeal filed in the court of common pleas pursuant to R.C. 4123.519 is a final, appealable order within the meaning of R.C. 2505.02. We hold that it is not.

R.C. 2505.02 provides in pertinent part:

"An order affecting a substantial right in an action which in effect determines the action and prevents a judgment, [or] an order affecting a substantial...
