Royal appeals from the dismissal, for lack of admiralty jurisdiction, of this action for a declaratory judgment on two of its insurance policies. We affirm. The policies insured a floating breakwater and a floating dock, owned by Pier 39, that lay close to shore in San Francisco Bay.
